最低要求

必须拥有国际贸易、供应链、商业或相关领域的学士学位

拥有10年以上美国/加拿大海关或贸易合规工作经验,包括领导报关行运营和报关后流程的经验
深入了解HTS商品归类、海关估价、原产地规则以及合作伙伴政府机构(PGA)要求
具备报关后摘要更正(PSC)、海关事务协调、审计/核查以及内部控制框架的实践经验
具备出口管制和制裁相关接口(筛查/升级)的工作知识
具备ACE(报告/门户)和CBSA CARM的工作知识
熟练使用ERP系统(如SAP/Oracle)和分析仪表板

工作职责

治理与合规:确保遵守美国(CBP)和加拿大(CBSA)在商品归类、估价、原产地、准入性及合作伙伴政府机构(PGA)方面的法律法规

建立并维护符合“合理审慎”标准的内部控制体系
领导记录保存控制
端到端运行报关后流程(PSC、协调、退税、主动披露、抗议、退税协调)
领导和管理内部审计以及CBP贸易监管审计与核查
项目与认证:实施和维护CBP CTPAT安全计划
为CTPAT贸易合规(可信贸易商现代化)建立准备和治理框架
领导加拿大可信贸易商计划(PIP/CSA)
与进口团队和报关行一起落实加拿大的CARM要求
报关行运营与绩效:管理报关行,包括SOP、授权委托书、账单准确性、绩效记分卡和业务回顾
确保报关行满足法规要求和变更、ACE数据质量和KPI目标
推动对报关错误的根本原因分析并实施纠正和预防措施(CAPA)
关税策略与贸易计划:与业务部门的工程、供应链、归类和贸易合规团队跨职能合作,确保法规遵从
评估和执行节税机会(如FTA、退税、关税配额等)
监控301/232/IEEPA等贸易救济措施和其他关税行动
向领导层提供影响分析和缓解建议
